Refurbishment and extension for the Federal Environment Agency
Our architectural concept is based on the conviction that the laboratory and administrative building of the former Imperial Health Office, which was realised only in part, should be completed. The representative building, consisting of a large projecting section and a side wing, is extended by a second wing to form the originally planned two-winged complex with a central projecting section, thereby regaining the urban significance that was already envisaged during the 1910 design phase. In line with this guiding principle, we do not envisage any urban separation between the old and new buildings. Instead, we conceive of the building, both functionally and in terms of design, as a coherent composition of three building elements, each with its own distinct character. In the future use of the building, it is not the old and new sections that are to be let separately by floor, but the side wings. By concentrating central infrastructure facilities in the central projection, we can achieve an efficient floor plan organisation and thus realise a compact, resource-efficient new building.
